Phase Two Financial Efficiency Review – Scope and Approach DiscussionLegistar File Number: 26-2068Staff will provide an overview of the statutory requirements and anticipated timeline for Phase Two of the Financial Efficiency Review, contingent on voter approval of the Regional Transit Measure. Staff will present a proposed framework for translating the statutory requirements into a consultant scope of work and study process, including the analytical approach, anticipated procurement process, and consultant capabilities. The Independent Oversight Committee will be asked to provide input on staff's proposed approach and the key parameters that should inform development of the Phase Two scope of work.
