Approval of the Commission Minutes of the March 25, 2026 meeting

MTC Resolution Nos. 4731, Revised; 4660, Revised; 4607, Revised; and 4584, Revised. Allocation of $37.13 million in Regional Measure 3 (RM3) Capital Funds to the City of Alameda, the City of Fremont, the Metropolitan Transportation Commission (MTC), and the Eastern Contra Costa Transit Authority (ECCTA); rescission of $1 million in RM3 Capital Funds from the Bay Area Toll Authority (BATA) and $219,404 in RM3 Capital Funds from ECCTA; and update on RM3 Project 17, Dumbarton Corridor Improvements Program.

Makes permanent the forward-facing camera pilot program authorized by the MTC-supported Assembly Bill (AB) 917 (Bloom, 2021), which enables transit agencies to utilize video imaging to enforce parking violations at bus stops and on bus-only lanes.

Proposed Regional Approach and Prioritization Principles for Bay Area SB1 competitive program nominations, including Solutions for Congested Corridors, Trade Corridor Enhancement, and Local Partnership Programs

Regional Measure 3 (RM 3) Express Lanes Programming & Allocation

i. MTC Resolution No. 4411, Revised. Programming of RM3 Express Lanes Program $60 Million Reserve. Programming of $60 Million from RM3 Express Lanes Category for the I-680 Completion Project in Contra Costa County and U.S. 101 Express Lanes Phase 5 in Santa Clara County.

ii. MTC Resolution No. 4759. Allocation of $33.9 million in Regional Measure 3 (RM3) Capital Funds to the Contra Costa Transportation Authority for the I-680 Northbound Express Lane Completion Project in Contra Costa County.

Approval of MTC’s FY 2025-26 Low Carbon Transit Operations (LCTOP) program (MTC Resolution No. 4273, Revised) distributing $12.9 million in Cycle A population-based LCTOP funds, and an estimated $6.4 million in Cycle B population-based funds. Includes recommendation of awards for the competitive FY 2025-26 Transit Performance Initiative (TPI) program.

Revisions to OBAG 3 and 4 and MTC exchange programs, including programming $11,607,000 to Caltrans for the Resilient SR 37 project, $10,000,000 to MTC for the Community Action Resource and Empowerment Participatory Budgeting-Project Delivery program, and $2,000,000 to MTC for Pavement Management programs.

Revises California High Speed Rail funding conditions to eliminate the cap on expenditures outside the Central Valley Merced-to-Bakersfield segment.

Expedites Diridon Station project delivery by exempting the project from the California Environmental Quality Act (CEQA) review, provided the project complies with certain provisions.
